I am wondering whether the manager's delayed backoff in restarting server
conflicts/misbehaves with the cop's heartbeat logic. For example, if the
manager backs off longer than 10 sec (cop's default heartbeat interval) in
restarting server, cop may end up restarting manager - the consequence being
that manager may never back off beyond the 10 sec delay in restarting the
server.
