Summary: Eliminate the TSCfgContext*() public APIs

There's a slew of APIs in the public mgmt APIs that I think we should remove,
for three reasons:
1) We no longer have a web UI, and these were built for that I'm fairly certain.
2) We're hopefully switching to some better config system in the not to distant
future, where all the different config formats are unified into something
coherent.
3) We don't know if they work.
