Most of the code in CoreUtils.cc is not used, at all. Some of it seems somewhat
overlapping with code in libts, and a few pieces should just be moved over to
the HTTP pages feature (debugging).
I've removed a couple of unsupported / unused functions which gave Coverity
errors, but we should clean this up.
