Updating the patch to also use the configured init cop timer, when 
traffic_server crashes and traffic_cop/traffic_manager brings it up.

Note: I know [~zwoop] suggested not to include this patch to the master, but, 
along with us, some other users (e.g. [~reveller]) are internally using this 
patch as an interim solution. So, wanted to update it, since, we had an outage 
bcoz of it (with the cop not being able to bring up server after a crash).
