Do we really need this? If the only thing in use today is for traffic_cop to
always be allowed a connection, maybe we can have some other mechanism ?
In either case, there's a bunch of additional stuff in there for the
backdoor_port, including proxy.config.url_remap.handle_backdoor_urls (off by
default).
