TrafficServer appears to use HostDB to resolve 127.0.0.1 fundamentally this
isn't a problem; however, it's not uncommon to have many rules that map back to
localhost on different ports. Each of those rules will result in locking the
same HostDB bucket, this lock contention is what i'd like to avoid.
