In our records.config documentation, we indicate if a config is reloadable --
for instance:
.. ts:cv:: CONFIG proxy.config.http.negative_caching_enabled INT 0
:reloadable:
we have a similar flag that indicates if the config is overridable via plugin
as well. Think the data is available from
