The current implementation requires that you specify the ticket_key_name for
each entry in the ssl_multicert.config file.
In a simple case, you only want to specify one key for all the domains that the
ATS device supports. To make that simple case easy, we will add a default
ticket_key_name in the records.config.
This is related to TS-3371 which proposes adding a default ssl_ticket_enabled.
