As it is today, once you have an orphaned log file, it just sits there, until 
you manually remove it. There's also no way to replay it into the collation 
server.

I think at a minimum, we should

1) Replay the log automatically when connectivity to collation server is 
reestablished.

2) Remove any collected orphaned logs

In addition, I feel that orphaned logs should be rotated under the same rules / 
configs as normal access / error logs.
