[~degreane] and I debugged the issue he was seeing and it turns out that the
issue was because his *cacheurl* config file had an empty line and the commit
b0102b48bcf52a3901fa5373a344f5705350f64a (TS-3345) added stricter config
validations in 5.3.x. (which is the reason why the same config (with the blank
line) works fine in 5.2, but, not in 5.3).
We should perhaps enhance the fix in TS-3345 to just ignore blank lines and
also print a WARNING into diags saying the plugin failed to initialize
(perhaps, even assert??), if the config load fails due to an error.
Not sure if we should revert TS-3345, since, this may be slightly incompatible
in the sense that (bad) configs that somehow worked in 5.2 would now fail.
