Trafficserver supports HTTP *PURGE* (a custom method) to delete objects from 
cache on a specific cache instance. Unlike HTTP *DELETE*, PURGE shall never be 
forwarded/proxy'ed upstream.

Currently, it seems that, when cache is turned off, *PURGE* is being forwarded 
upstream, which is incorrect.
