Actually, the current behavior is already to use the
Location-header-as-cache-key always (ignoring anything set in the cache key by
API earlier). After discussing more on the IRC, it seems this is not a change
that can be done without (possibly) resulting in more confusion or problems,
so, just holding off on this for now.
