{{traffic_ctl}} splits record lookups between {{config}} and {{metric}}
subcommands. However it doesn't know what kind of record gets returned so it
can confusingly return a metric when asked for a config record.
We should return the record the (class) when asked so that we can filter
appropriately. This can also allow the {{--records}} option to appropriately
format config records as LOCAL.
