Add a new configuration option to ATS (proxy.config.http2.shutdown_connections)
that can be toggled to allow administrators the ability to close all existing
HTTP/2 connections. When this option is on a GOAWAY frame would be sent to all
the HTTP/2 connections so they can gracefully shutdown. The RFC covers this
scenario.
