Currently it is an error for a remap plugin to not have TSRemapNewInstance
defined. There are reasons that you may not need it and it seems silly to
require someone to have a stub function.
Ideally we should require TSRemapNewInstance and TSRemapDeleteInstance to
always appear together, but that would be a breaking change that should wait
for 7.x
