Description:
This ticket will track per-socket configurable congestion control algorithms
based on incoming or outgoing socket types / listen or connection types.
Given asymmetric routes (such as User -> PoP -> DC) it might make sense to have
different congestion control algorithms or listening sockets and outgoing
sockets.
