The root issue is {{TSHttpHdrLengthGet}} counts the internal headers but
{{TSHttpHdrPrint}} does not print them so the output length of the latter can
be different from the return value of the former. Neither of these functions
are really documented (there are only stubs) so we should also fix up that
documentation and either change the behavior to be consistent or make clear the
potential difference.
