There would be an issue if browsers require an entire frame to be transferred
before they start to use that data in the frame. My guess is they should be
able to read data from a partially transferred frame.
It isn't that much of an optimization since we are talking about .1% overhead
vs .05% overhead for the 9 byte http/2 header.
