A TrafficServer administrator should be able to supply a list of mandatory
headers as a parameter to the CacheKey plugin. The CacheKey plugin should only
modify the cache key when the all of the mandatory headers are present in the
request. If any of the mandatory headers are not present in the request the
cache key should not be modified by the CacheKey plugin.
