To support the [salt
module](https://docs.saltstack.com/en/latest/ref/modules/all/salt.modules.trafficserver.html),
{{traffic_ctl}} needs to support {{server start}} and {{server stop}}
subcommands. We should support the {{--clear-cache}} and {{--clear-hostdb}}
options to these subcommand, and add support for these options to the {{server
restart}} subcommand.
