Upstart can only reload jobs by sending {SIGHUP}}. AFAICT it only sends the
{{HUP}} to {{traffic_cop}}. It would be helpful if {{traffic_cop}} forwarded
the {{HUP}} to its children so that {{traffic_manager}} would reload.
