Description:
To support the [salt
module|https://docs.saltstack.com/en/latest/ref/modules/all/salt.modules.trafficserver.html],
{{traffic_ctl}} needs to support {{server start}} and {{server stop}}
subcommands.
We should support the {{\-\-clear-cache}} and {{\-\-clear-hostdb}} options to
these subcommand.
We should add support for {{\-\-clear-cache}} and {{\-\-clear-hostdb}} to the
{{server restart}} subcommand.
We should add support for {{\-\-drain}} to the {{server stop}} subcommand.
