While looking at some code, I noticed that we load the config
proxy.config.http.no_dns_just_forward_to_parent both in HttpConfig.cc (for the
HttpSM) and in the parent code.
This is "fine", except it means there's no way now to make this configuration
overridable. If at all possible, can we only load this config in HttpConfig.cc?
If that's not doable, please just close this Jira as invalid.
