Currently Traffic Server has two possible instances of the {{Cache}} object --
{{theCache}} and {{theStreamCache}}. Consider whether it would be interesting
to be able to build arbitrary {{Cache}} instances. This could unlock features
like being able to provide different quality of storage, prevent noisy
neighbour problems, etc.
