TS-4100: Remove hard-coded metrics initialization.
The Lua metrics processor creates metrics on demand, so there's no
need to hard-code these any more. After an initial convergence
period, all the metrics end up being evaluatable (that is traffic_manager
-T lua doesn't show any eval errors any more).
