Since there is API to use {{records.config}}, consider whether plugins should
use configuration from there instead of from the plugins. This makes
configuration more consistent though you would not get per-plugin instance
variables. There are a few a cases where we might be able to remove a
plugin-specific config file.
Note that this doesn't solve per-remap configuration, which is pretty essential.
