Can I suggest that you document the proposed new features / changes on this 
Jira, and/or a Wiki, and also bring it to a discussion on the dev@ thread? This 
is a significantly different feature to what ip_allow.config is today, that I 
feel it ought to be properly reviewed and discussed, before coding. Having a 
rough outline on what the new configuration format looks like will also help 
understand if this is the right place or not.
