I don't think it's horrible, in practice it's probably closer to what you
want anyways since it allows you to reduce lock contention. If we want we
could have 2 config options one for sync interval and one for interval
between partitions, but I figured I'd start simple and change of need be.
IMO the behavior change isn't worth the additional config option. The perf
metrics I had on the or are with a 2s interval so you can set it quite low
with seemingly no impact.
