With the new {{logging.config}}, consider providing some upgrade tooling. Two
options seem plausible:
1. standalone python script that reads {{logs_xml.config}} and generates the
corresponding {{logging.config}}
2. Lua code that can be required into {{logging.config}} that reads the
{{logs_xml.config}} and directly calls the Lua log config API.
