As of ~6.0.0'ish, every time traffic_server crashes (restarts), traffic_cop
will consistently kill traffic_manager as well. I've tried hard to track this
down, but what has happened is that things have gotten progressively worse.
Whereas in 6.0.0, this happens fairly infrequently, in 6.1 it happens
moderately often, and in 7.0.0 (master) it happens always.
