The documentation on ATS cache architecture mentions that most changes to
storage.config or cache.config will invalidate the cache.
Apparently nothing inside of cache.config will cause the cache to be
invalidated, although changes to volume.config (not yet mentioned in the docs)
will invalidate the cache.
