Following on from [this
thread|http://mail-archives.apache.org/mod_mbox/trafficserver-dev/201609.mbox/%[email protected]%3e],
the correctness of POST requests that use the PluginVC should not depend on
the "internal transaction" flag. Plugins ought to be able to safely clear this
flag to indicate they want transactions to be treated as if they came from
external clients.
