We set proxy.config.cop.init_sleep_time to a pretty high value (a few minutes),
which helps normal restart (where we start traffic_cop and the rest of the tool
chain). However, when traffic_server dies (or is killed by _cop), the restart
does not seem to use the proxy.config.cop.init_sleep_time any more.
The end result is that traffic_cop will now kill traffic_server after two
failed (10s each) healthchecks, and that goes on over and over again.
