TS-4853 : Parent Consistent Hash Selection - add parent selection URL and
API.
Adds a parent selection URL to be used in generating the hash in the Parent
Consistent Hash Selection feature.
Also adds the related TS and Lua API calls to set/get the parent selection
URL.
You can merge this pull request into a Git repository by running:
