I have a possible alternative to this, which is to make the actual killing of 
the processes optional. Meaning, it would still do the health checks, notify on 
the events, but not actually kill the process. This would address some of the 
concerns that was brought up, asking the (good) question as "How often does cop 
actually kill something when it should". So, with this, you can turn off the 
killing of traffic_server, and then see if you had to manually intervene or not.

I will make a PR momentarily.
