    TS-4558: ASAN buffer overflow in traffic_manager -h

Changed the definitions for proxy_off and disable_syslog from bool to int
to remain consistent with how other boolean based arguments are handled. This
corrects the ASAN errors which manifest when 'traffic_manager -h' is called.
