I think the delay issue is either:
1) The `mgmt_sleep_sec(1)` loop in `ProxyStateSet` b/c the main
`traffic_manager` loop needs to run for the `lmgmt->proxy_running` flag to flip
2) Some kind of quirk with running `lmgmt->listenForProxy()`
