I think {{Emergency()}} should only be called in very obvious and dire
circumstances. In the worst case, it should save some CPU cycles.
We're currently tracking a problem at Y! where it would be useful to have TM
not try to constantly restart TS. The new {{Emergency()}} call should be put to
use soon^tm.
