Use Autoconf checks vs. OPENSSL_VERSION_NUMBER
This will work better with the various OpenSSL forks.

TS-5059: Port TCP Fast Open BIO to OpenSSL 1.1
BIO and BIO_METHOD were made opaque in OpenSSL 1.1 [1].
