    @jpeach So I agree with everything you suggest except for moving the test 
under the ci directory. The source layout is confusing enough as is. hiding 
this under some location no one will look does not help people contribute to 
the trafficserver. We need to migrate test to a standard, expected location. 
    
    What system did you test this one that did not install virtual-env? This 
would help me address this problem. Thanks
