Looking through our internal jira's, it looks like we battled through with this issue in Feb 2019. @a-canary put up PR #5056 to address the issue which I closed for some reason. Looking for PR's that address a similar issue around the same time period, I ran across PR #6396 which is in the 9 branch but not the 8.1 branch. You might give that a try. Hmm, I now see that is a full year later, and not directly related to the keep_alive/active queue logic.
