it doesnt change anything in x-jsa-authorization-redirect, issue is
something like header rewrite.
i have added some logs in IHS to capture what are the headers is passing

In auth server, it passing with host as IHS url, but in 8.1.11 as expected
trafficserver url is set as Host
my assumption is due to change in ATS 9.x as remap is happening before all
plugins executed.
