This was specific to the autotools build (`--enable-coverage` / `configure.ac`) and the old `mgmt/api` layout. Autotools was removed in 2023 (#10794) and ATS is CMake-only now, so this configuration and the failing target no longer exist and the issue is no longer reproducible. Closing as obsolete.
