This was addressed in 2018 by #3834, which made ATS skip `SSL_CTX_set_default_verify_paths()` whenever a CA file or directory is explicitly configured (the `proxy.config.ssl.client.CA.cert.*` settings). That guard is still in place on current master, so the control this issue asked for exists. Closing as resolved.
