I am closing this as obsolete. This umbrella was scoped to the 10.0.0 cycle
(mark things deprecated in 10.0.0 but not remove them yet), and 10.0.0 has long
since been released, so that window has closed. The issue never grew beyond a
single unchecked line ("Old APIs: mutex, fopen, experimental.h") and was
auto-marked Stale. One of the named items, experimental.h, has already been
removed from the tree in https://github.com/apache/trafficserver/pull/10918,
with its remaining declarations moved into ts.h. If there is specific API
deprecation work still worth doing, I would rather track it in a fresh,
version-specific issue with concrete tasks than keep this expired umbrella open.
