Regarding 4.3 (Process Death Notification).
Suggest change: Instead of TRAFNMSRV sending ReqType_Death($PROC) to interested
monitors, have monitor that sent DeRegister_Process($PROC) send
ReqType_Death($PROC) to interested monitors via Monitor-2-Monitor communication
channel. This would eliminate communication channel from TRAFNMSRV to Monitor.
The same number of IPCs remains the same. This is similar to what the current
monitor does (except that the current monitor uses AllGather mechanism instead
of point-2-point).
