jdbc now only support utf8 in source code, Property 'iso88591' does not work
(see [http://trafodion.apache.org/docs/jdbct4ref_guide/index.html#iso88591).]
also 'iso88591' only support English and other Western European languages
according to the property desc.
Add a new property 'clientCharset' to define client charset
