In addition to installer changes, some changes were required in other code to
consolidate various conf directories (DCS, REST) to single TRAF_CONF location,
as was done earlier with various log directories.
Also found a couple of other places that were missed in the previous
implementation of TRAF_VAR, etc.
The consolidation of conf directories also posed a conflict between packaging
the default config files from core/sqf/conf and install_local_hadoop that
modified DCS and REST config files for the local instance. At Venkat's
suggestion, this was resolved by putting the actual config files in use for a
workstation instance under local_hadoop, which leaves the pristine config files
in core/sqf/conf during the build process.
