The version value in multiple pom.xml files is very hard to avoid. There are
many projects that have tried to find a way around it, but maven intentionally
tries to have that value coded per component, and not over-ridden from
environment or command line.
That being said, we may still be able to reduce the locations that need to
change each time.
* We may be able to fix the package.version values and the jdbcT[24]version
values in the pom.xml files.
* Also need to fine way to pass the version values in to the DCS tests.
* Finally need to document in comments each of the places to be changed.
