JIRA TRAFODION-2037 added yet another NABoolean parameter to the DDLExpr class
constructor. A reviewer commented that perhaps this should be refactored to a
more concise form. This is a good idea; the present form is a bit unwieldly and
it is easy to code one's TRUE and FALSE values in the wrong spot.
